Kona couple arrested for crimes

A Kona couple has been arrested for attempted murder following a series of crimes that occurred over three days, including burglaries, an armed carjacking, and the shooting at three officers on the morning of Thursday, April 20, 2023. The suspect, 27-year-old Dylan Alcain, and his accomplice, 35-year-old Leilani Parent, are believed to have committed two burglaries in the Kailua-Kona area on Tuesday, April 18. The police identified Alcain as a possible suspect and attempted to arrest him on Thursday evening when he escaped driving a dark-colored BMW sedan with a defective headlight.

On Thursday morning, April 20, the police responded to a break-in at a business establishment in the 73-4700 block of Kanalani Street in Kailua-Kona, where an undisclosed amount of cash was taken. Upon review of video surveillance footage, officers observed a gray-colored BMW sedan with a female operator pull into the area, and Alcain was observed getting into the passenger seat. Shortly after, a Kona patrol officer responded to another break-in at an establishment in the 81-6600 block of Māmalahoa Highway in Captain Cook, where he observed a dark-colored BMW sedan with a defective headlight traveling away from the scene at high speed. While attempting to stop the BMW, the officer reported that an occupant from inside the BMW fired gunshots at him, striking his front windshield in two places. Miraculously, the officer was not injured.

As officers pursued the BMW through Captain Cook, an occupant from inside the BMW fired an estimated six additional rounds at pursuing officers before the pursuit entered a more populated area. After weighing the risks to themselves and the community against the danger involved in a continued high-speed police pursuit, officers decided to terminate the pursuit. The BMW was later found abandoned nearby, and at around 5:10 a.m., officers received a report of an armed robbery at a residence located at the 87-3000 block Huna Kai Road. A male victim reported that a man with a rifle and a female accomplice threatened him and demanded the keys to his red Ford Explorer SUV, after which the couple fled the area in the SUV.

The police were actively searching the Captain Cook and surrounding areas for Alcain and Parent, who should be considered armed and extremely dangerous. They are asking the public to use caution in the area and not to approach the suspects if seen. Anyone with information on their whereabouts is asked to call 911, and tipsters who prefer to remain anonymous may call the islandwide Crime Stoppers number at (808) 961-8300 and may be eligible for a reward of up to $1,000.

After an intensive manhunt, including the assistance of Puna District patrol officers, detectives from both Area I and Area II, the suspects were arrested for attempted murder on Saturday, April 22. According to the police, the investigation is still ongoing, and additional charges are expected.

HPD Welcomes New K-9

Hawai‘i Police Department (HPD) is pleased to announce that K9 Kim has joined the department’s Area II Vice Section. The newest member of the department is a two-year-old German Shorthaired Pointer who specializes in sniffing out narcotics.

In early March, Officer Stephen Kishimoto Jr., a K9 handler in the department’s Area II Vice Section, traveled to Vohne Liche Kennels in Denver, Indiana, to select a new canine for the department. He chose K9 Kim after looking at three different canines. Kim was born in Hungary and brought to the US by the training kennel, which specializes in training police dogs.

“Kim’s overall work drive stood out over the other canines,” said Officer Kishimoto.

Officer Kishimoto and his new K9 partner then completed an extensive four-week training course at Vohne Liche’s 350-acre facility, during which the young canine learned search patterns and how to identify and signal for specific drug odors during searches.

“Kim’s drive to work and pleasant demeanor makes her a great canine to not only to locate illegal narcotics, but she’ll be a great canine for school and public demonstrations,” said Kishimoto. “She’ll represent HPD well.”

K9 Kim and her training were paid for by Hawaii branch of the High Intensity Drug Trafficking Areas (HIDTA) program, a part of the Office of National Drug Control Policy.

K9 Kim replaces K9 Rory, a 10-year-old Springer Spaniel, who retired in August 2022.

"Violent" Escapee Caught

Dyllan Kai‘ehu Paulo-Leslie, 27, was captured on Saturday afternoon after an extensive manhunt. Paulo-Leslie had escaped from the Hawai’i Community Correctional Center on Friday evening, scaling an exterior fence and running down Waianuenue Avenue.

The manhunt involved the Hawai‘i Police Department, the Hawai‘i Fire Department, the Department of Land and Natural Resources Division of Conservation and Resources Enforcement (DLNR DOCARE), the Department of Public Safety Sheriff Division, as well as assistance from the FBI and the United States Marshals Service.

At approximately 1:04 p.m. on Saturday, Paulo-Leslie was located on the riverbed of the Wailuku River, in the area behind Hilo High School. He was taken into custody and transported to the Hilo Medical Center for treatment of injuries he sustained while escaping HCCC.

Paulo-Leslie will be returned to the Hawai’i Community Correctional Center after receiving medical treatment, where he has been incarcerated on charges of attempted murder, robbery, and terroristic threatening stemming from an incident that occurred in November 2022. He is being held without bail on those charges.

In addition to his previous charges, Paulo-Leslie now faces charges of first-degree escape and attempted vehicle theft.

The coordinated manhunt for Paulo-Leslie involved a massive effort from law enforcement agencies and the public. The Hawai‘i Police Department expressed its gratitude to the many members of the public for their cooperation and apologized for any inconvenience caused as a result of the manhunt.

Water Board to Meet

The Water Board Commission will meet today, April 25, 2023, to approve the Department of Water Supply's Fiscal Year 2024 Operating and 5-Year Capital Improvement Projects Budgets. A public hearing was held on March 28, 2023, to accept testimony, and the budgets have been distributed for the Board's review. Additionally, the Commission will consider a maintenance bid for the repair and maintenance of the air conditioning system at Waiakea Office Plaza, Department of Water Supply. The lowest responsible bidder, Oahu Air Conditioning Service, Inc., has been recommended for the contract at $66,400.08 and the associated labor costs for repairs as necessary during the maintenance period.

Police Request Assistance Searching for Runaways

Hawai‘i Island police are asking for the public’s assistance in locating 15-year-old Isaiah GRAVETTE who was reported as a runaway.

GRAVETTE was last seen in the Holualoa area on Friday, April 21, 2023, at 05:30 p.m.

He is described as having a light complexion, about 5 feet 11 inches tall, 180 pounds with brown hair and brown eyes.
